first midterm

I had a question regarding the first midterm. On the first question part a, I
still don't understand how the professor got 8^7 for the solution. I tried to
come up with a similar yet simplier problem. What if you had 2 singing
telegrams to be delivered by 2 different singers to a three story building?
According to the logic on the midterm, there should be 3^2 or 9 different
possibilites, but I was only able to come up with six. What am I missing?
